Central Blue Shopping Centre has officially opened its doors in Blue Downs, Cape Town, with all its retail space let ahead of its opening. Developed by Abland and its investment partners, the new centre aims to make everyday shopping more convenient for residents while adding to the growing neighbourhood.
Located at the corner of the M54 and Endurance Road, the centre offers approximately 8,000m² of gross lettable area on a 1.8-hectare site. Its retail mix combines national brands, specialist stores, essential services and a dedicated restaurant pavilion.
A shopping centre built around community needs
Anchored by Superspar, Central Blue Shopping Centre was designed to serve the everyday needs of households in Central Blue Estate and the surrounding area.
Abland director Grant Silverman says the centre was planned as the retail heart of the estate, with convenience and accessibility guiding its development.
“Central Blue will ultimately accommodate approximately 1,800 homes across its residential villages. The centre was designed around the everyday shopping needs of those households, while also being easily accessible to the wider Blue Downs community,” says Silverman.
The location offers access from within the estate, alongside visibility for motorists travelling along the adjoining main roads. Its layout also connects with the estate’s parks and planned private school, allowing residents to incorporate shopping into their daily routines on foot.
The site is also well positioned for future extensions of the MyCiTi bus routes.
For Silverman, understanding the people a shopping centre serves is essential to creating a useful neighbourhood retail destination.
“You need to understand the community you are serving and what residents need from their local centre. That understanding informs the mix of shops and services, and how the centre fits into everyday life,” he says.
From groceries to banking, fashion and food
Central Blue Shopping Centre brings together a range of retailers and services under one roof, giving shoppers access to everyday essentials and specialist offerings.
Alongside Superspar, the confirmed tenants include Clicks, Cashbuild, Capitec, PEP and OBC Better Butchery.
Specialist retailers and service providers include 24hr Laundry, Aux London Cell, Home Plus, Vintage Barber and House of Spices. Tops at Spar is also confirmed as a tenant, with trading set to begin at a later date.
The centre’s food offering includes KFC, while Hungry Lion, Fish Co and Jowa’s Coffee are located in the restaurant pavilion.
Featuring distinctive design and artwork, the pavilion provides a focal point for the development. It also offers a place for customers to meet, enjoy a meal or have a coffee alongside their shopping.
Full occupancy reflects retail demand
The centre’s fully let status highlights the commercial opportunity retailers identified in the growing residential area, as well as Abland’s relationships with retail tenants.
Silverman says retailers consider more than established relationships when choosing where to operate.
“While relationships remain extremely important, retailers are also well informed about gaps in the market and make strategic, informed decisions when selecting retail developments in which to establish a presence,” he says.
The full tenant complement positions Central Blue as a new retail destination for the estate and the surrounding Blue Downs community.
Construction creates approximately 200 jobs
The development was completed over 11 months, creating approximately 200 construction jobs.
Local participation included general labour, wet trades and the hiring of plant and equipment.
The centre also incorporates solar photovoltaic panels, backup power and a backup water supply. These features are designed to help maintain trading during service interruptions.
The professional and delivery team included Boogertman & Partners as architects, CDP as the main contractor and Broll, which is responsible for property management.
Another Western Cape retail development for Abland
Central Blue Shopping Centre follows Abland’s recent completion of Saxdowne Shopping Centre, located approximately five kilometres away on Stellenbosch Arterial.
The opening forms part of Abland’s continuing pipeline of retail developments in the Western Cape, with Central Blue adding a neighbourhood-focused destination to the Blue Downs area.
For Silverman, the goal is to create a centre that becomes a practical part of residents’ everyday lives.
“With Central Blue, the aim is to bring a useful combination of shopping, services and places to eat into the neighbourhood,” he says. “We look forward to seeing the centre become part of daily life for estate residents and the surrounding community.”
With its mix of essential retailers, specialist services, food outlets and supporting infrastructure, Central Blue Shopping Centre opens with a clear focus: bringing everyday convenience closer to the people who need it.
